Gombolav.J: Planting trees is the way to decrease poverty

We took interview with Gombojav Jamba, the former vice Chief of Great Khural of Mongolia and the head of NGO “Bogdkhan mountain’s natural complex”.
-Why did you choose to work for this field?
-Some wild animals such as wild sheep and mare wild sheep were relocated in Bogdkhan Mountain, which is the first national reservation in the world, from some provinces including Dornogobi and Umnugobi with about 3000 deer until 1990 and people could feed them from their hands. Unfortunately, in recent years, some authorities including the ministry which is in charge of environment and nature, the Land Authority of Ulaanabatar and City hall have made decision to sale the land surrounding the mountain directly and indirectly. It is said that there is no place for birds to stay because every area of Bogd mountain has been owned by rich people then there are so many tourist camps, owned houses, apartment in surrounding area. Nowadays, it is possible for an affluent person to do whatever he\she wants. I am one of citizens of Mongolia so I am worried about it. Therefore, I made decision to participate in activities particularly preservation of fauna and flora in Bogd mountain, reforestation of Bogd mountain.
Additionally, I intend to make contribution to reforestation and gardening of Ulaanbaatar due to global warming and intensive desertification.
-I would like to tell you that you have so many kinds of plants, trees and flowers. When was your organization founded?
-The Bogdkhan mountain’s natural complex NGO was established in 2 April 2007 in accordance with The resolution No 66 of Minister of Justice and internal affairs by granting Certification No 6403. According to the resolution 329 by The Minister of Nature, Environment and Tourism in 4 November 2007, we received the Certification 263\2007, which allows to run operation of reforestation of forest and to conduct survey to relocate and breed animals. Our arboretum with 50000 meter square area is located in 14th khoroo, Han-Uul district.
About 20 species and 1 million trees such as spruce, aspen, ebony, bush, sea buckthorn, rowan, syringe, elm, apricot and small sized apple are growing here. Our arboretum planted 40 thousand plantation or seedings under the demand of residents in Ulanbaatar, Sukhbaatar province and Darkhan in 2010. We presented 320 sea buckthorns to Asgat soum, Sukhbaatar province and spruce to kindergarten No28. We have recently planted about 10 species trees on 5 hectare area in Baruun-Urt city and their growth percentage is almost over 80%. It is planned to sale seedings of some trees including 160 thousand 3-year-seabuckthorns, 100 thousand bushes, elms, ebonies and apricots in autumn of 2010 and to sale about 20 species of trees such as 200 thousand sea buckthorns, 100 thousand bushes, 20 thousand ebonies, 5000 aspens with age of 2 or 3 and 500 spruces with 8-15 years old in spring of 2011.
-Do you cooperate with any other companies? Did you attend in any projects?
-We cooperated with some authorities and organizations such as The Forest Authority, an implementing agency of Government of Mongolia, the Directorate of nature conservation of Ulanbator, the Program of environment and nature of United Nations, Sukhbatar’s Governor’s Office and Ulaankhad province of Inner Mongolia. 3 projects have been implemented.
-What is your future aim?
We have prepared to provide Ulaanbaatar with decorative 3-5 species flowers due to 90th anniversary of People’s revolution and 100th anniversary of revolution of national freedom in next year. Also, we have so much capacity to provide flowers, trees and plants. Our aim is to expand this complex and to become basis to prepare qualified personnel in this field.
-Currently, so many operations to plant trees are being run but its result is not enough. How to increase its significance?
It happens because some people use it to make show and others don’t spend any expenses on planting trees. There is one good idea by China that government buy trees planted by people. It would not be useful until people’s living source can come from planting trees. For example, 200 thousand sea buckthorns are planted and each sea buckthorn seeding is sold by 2000 tugrugs. As a result you can earn 400 million tugrugs. It is one way to increase the employment and to protect environment.
-What do you think about desertification that is expanding due to mining companies who don’t run rehabilitation operation after mining and processing natural resources?
It is true that companies don’t rehabilitate the area. I think NGOs can rehabilitee environment after mining and processing resources.
NGO must be responsible and conduct 3-side contract with authority of Mining deposit, NGO and State authority in order to run rehabilitation operation by NGOs. As a result, it can be supervised and can be under control. Under the Feasibility Study of mining deposit, it calls for NGOs and people to supervise the mining company and its operation rather than state authorities.
