People Who Make Profits from Air Pollution

The air pollution level of Ulaaabaatar, Mongolian capital, has been increasing year by year and at the same time the amount of money spent on air pollution by the government is also increasing. (2 billion tugrug in 2008 and 3.2 billion tugrug in 2009). Isn’t it an interesting relation?
Thus, we can make a ridiculous conclusion from the above fact that if no money was spent to combat the city’s air pollution then the problem would be solved. What it tells us is that there is no report given regard to state policy, as a result, policy makers are taking advantage of the issue and adding their pocket money from the state budget.
Although Mongolian parliament and government take this issue into account, they have no interest to solve it. However, draft bill on air pollution tax had been presented to the parliament 4 years ago, but the parliament members refused to pass this law. What’s so suspicious is that there is a group of parliament members who have interest to embezzle money from it. When do we start implementing this practice in which the polluters pay tax for polluting the air?
There is a lack of connection between the planned activities and the following activities to reduce air pollution.
According to air quality observation spots in Ulaanbaatar, the city’s air pollution level already exceeded safe level. The detailed annual report on what criteria are used to choose certain actions to improve air quality of the city, amount of money spent on it and its result should be provided to the public. Perhaps the current actions which have been implementing are not good solutions and maybe there is a better way to do it. We must take particular actions based on thorough research.
If there is no connection between the following action and result from the previous action,that means the tax payer’s money will continue pouring into the high official’s pocket.
Abolishing these disastrous and selfish deeds done by senior citizens and high officials who take advantages of threatening problems facing the society such as air pollution, swine flu, fire, and epidemics, should be the main goal of state policy now.
